Land Charges Programme Manager
Rate: £450-550 per day

Kinect’s client based in Nottinghamshire are currently recruiting for a Programme Manager to lead a national land charges programme.
• You will be involved with the managing the integrity and delivery of the whole of the LLC Programme. Additionally responsible for the development and maintenance of the Programme environment to support each team within it. Local Land Charges registers are currently held by the 348 Local Authorities in England and Wales.
• The Local Land Charges programme is tasked with migrating LLC data from the 326 English Local Authorities to a central Register, which will be run. As the new Register goes live, the role of the LAs will change from owning and operating their own Registers to supporting the new service. This is the largest data programme of its type that will have been undertaken by Local Authorities. As such, and given the complexity and range of stakeholders and data sets, this role requires significant leadership, creativity, and resilience.
Key Tasks & Deliverables
• Planning, design, governance and delivery of the Programme the role is responsible for. Including progressing activity to plan, managing risks, resolving issues and initiating corrective action.
• Ensuring delivery of new services from teams is to quality, on time, within budget, in accordance with the service development roadmap and Programme governance arrangements
• Ensuring effective allocation and appointment of common resources and skills within Programme agile teams.
• Management of third party contributions and stakeholder communication at Programme level 5. Working with Business Change Managers (or equivalent) on the transition of Programme services to a ‘business as usual’ position Accountable for:
• Effective quality assurance and overall integrity of the Programme. Ensuring internal consistency and outward coherence with infrastructure planning, interface with other Programmes and corporate technical and specialist standards.
ESSENTIAL SKILLS & QUALIFICATIONS REQUIRED FOR THE ROLE:
QUALIFICATIONS:
• Qualification in a Programme/ Project methodology (MSP and PRINCE2)
SKILLS/ TRAINING:
• Proven experience of delivering complex, large scale transformational Programmes.
• Understanding of technical ICT environments and the ability to communicate about them
• Experience in budget and resource allocation procedures.
• Evidence of pre-empting and solving significant problems.
• Significant experience and understand of techniques for planning, monitoring and controlling significant Programmes of work.
• Effective leadership, interpersonal and communication skills
• Experience of delivering change and realising benefits at a Programme level Knowledge/experience/behaviours:
• Significant experience at a senior level in Programme & Project Management methodologies and management
• Proven understanding and experience of delivering Programmes and Projects using MSP, Agile Working and PRINCE 2
• Experience of designing and implementing new product streams
• Demonstrable credibility in effectively leading and advising Projects on Agile Team working within a significant Programme of work
• Good understanding of the Procurement Process and negotiation with 3rd parties • Experience of development and gaining approval for business cases
