There's the IPTC Cultural Heritage extensions [1] and the prospect of SCREM (which seems to have gone quiet of late), but those are at the 'data structure' level rather than being controlled vocabularies.
There is a general problem with institution-neutral vocabularies and Linked Data resources for cultural heritage: since it is no-one's job to create them, no-one steps up to do so. So we never even get to the 'not invented here' problem they would undoubtedly create.
