Hi Quentin,
Following on from the paper that you have, Boev's 2015 paper "An Early Pleistocene Snake Eagle, Circaetus haemusensis sp.n. (Aves, Accipitriformes) from Varshets, Northwestern Bulgaria." has some more photos in it that may be of use.
I think you will be able to access it online here:

Subject: [ZOOARCH] Circaetus gallicus - tibiotarsus
Dear all,
I have a tibiotarsus of a small eagle species from a Late Magdalenian context in Belgium (the presence of more recent material is not excluded). This bone looks different from Hieraaetus and the small Aquila species and is very similar in proportion and morphology to Circaetus. However, we only have one skeleton of Brown Snake-Eagle (Circaetus cinereus) in our collection and I am looking for measurements of tibiotarsus of Short-toed Snake-Eagle (Circaetus gallicus). I would also be happy to see pictures of this element, in particular dorsal view of the distal epiphysis.
Does anyone know publications where I could find this? I already have the paper of Z. N. Boev (2013) on Aquila kurochkini which gives some measurements of C. gallicus.
Thank you very much,
All the best,
Quentin
