I don't think a single off-the-shelf system is likely to deliver all of
these things in a single package (I'm not aware of any) however our Atrium
platform could be extended to include this functionality. If you send me an
email off-list we can investigate, as it sounds like something that would
be useful beyond just your context and therefore could be done
cost-effectively.
