Hi Anna,
Assets of Community Value are not the same as a Local List as they are listed for their value to the community rather than their historical value (not to say they can't have both!). It is something that resulted from the 2011 Localism Act. Local Communities can ask their local council to list certain assets (which can be open spaces as well as buildings) as being of value to the community. If they then come up for sale (or very long term lease) then the community has up to 6 months to put together a bid to buy it (Community Right to Buy). Bit of a simplistic explanation but I'm sure others will add more detail.

Someone in your local authority is probably maintaining this list - you just need to find out who!

We have the Local List for Cheltenham Borough Council on our HER (no other borough/district maintains one in Gloucestershire as far as we know) if that is what you mean by assets of community value, otherwise, no, we don't.
