Try the KMI at Open University as a google starting place. I seem to recall lots of learning ontology research there ?

Subject: Ontology model for learning objectives
Does anyone know of any work done in suggesting an ontological model for defining learning objectives? I’m doing some work with a client on trying to encompass learning objectives (or one of their many alternative names) across different educational authorities and across schools (and K-12, etc.), HE and others. I have a reasonable model but it occurs to me that there are probably others in existence.
Any pointers welcome.
