I look forward to the answers to this question, but in the meantime
would like to throw in a pointer to work by the W3C CSV on the Web
Working Group [1]. They have developed a W3C Recommendation which
specifies how to define metadata for CSV dumps to make them more
machine-processible, and more easily convertible into formats such as
JSON and RDF.
