Just to update the list in case anyone else encounters the same issue,
the wrong set of files had been downloaded. The documentation page for
the LTI connector for WebPA
(http://www.spvsoftwareproducts.com/php/webpa-lti/) has a link at the
bottom to the OSCELOT project where the latest version (in zip format)
can be found.
