It's a trivial information schema.
It can all be represented in this ER "diagram".
WN (WnName,field1,field2...,BatchSystemName) >-

(CEName,BatchSystemName,field1,field2...)
Where BatchSystemName is the primary key of the BatchSystem link table,
which is in a 1:n relation with both WN and CE.
In English, any Batch system has a group of WorkerNodes and a group of CEs.
I don't know what the big deal is - put it in a DB, write some updater
scripts, make an XML extract every hour by cron and send it to whoever
subscribes to the feed.
Job done.
