The China Ministry of Transport is recruiting an individual consultant of transport specialist (a minimum of 15 years working experiences) with international experience in each of the following three areas, to provide technical support and consulting services for the China Transport Modernization Strategy Study: 

Transport Economics(ET/CS6)
Transport Policy(ET/CS7)
Transport Planning(ET/CS8)

The consulting services shall be delivered within six months from January to June 2016. The time input for the transport specialist is two person-months. The consulting fee will be paid at USD18,000 per month. Details of the project, personal specification and application process are copied below.

1.	Project Background
With rapid urbanization, city cluster (two or more geographically adjacent cities linked by passenger and freight corridors with increasing social and economic interdependence) are emerging and developing fast in China. City clusters are a new pattern of urbanization and are keys to China's economic restructuring, balance urban and rural development. The population of city clusters in China is expected to reach 270 million and contribute half of the total population growth in China in next five years. The development of eco-transport in city clusters is facing an urgent challenge as the integrated coordination, management model, policies and regulations are distinctive between different cities and inter-cities, and it has restrained the overall development efficiency of the city cluster. Therefore, it is urgent to establish an integrated eco-transport system within city clusters which is safe, rapid, convenient and green. 

Ministry of Transport (MOT), as the central government agency responsible for guiding the transport development, has taken China transport modernization and the city cluster eco-transport development as one of its top priorities. In dealing with the challenges to China’s transport adapting to the modern economic and social development and China city cluster eco-transport development, it is urgent to further explore and study on the strategic goals, development models, and the selection of development paths of China’s transport for the next phase of development, learn from the international practical experience to formulate effective laws and policies and take reasonable technical and economic measures for guiding the scientific development of sustainable transport in China, in order to promote the transformation of transport development and provide policy orientation and technical guidance for the long-term trend variation that will come along with the needs of the new development.

In this context, GEF City Clusters Eco-Transport project was approved, MOT is the Executing Agency and the Project Management Office of MOT (PMO) is responsible for the project implementation. World Bank is one of the implementing agencies for GEF. This project aims to develop and implement a strategy plaining for city cluster based Sustainable Urban Transport System (SUTS), focusing on transport development strategic planning, Capacity building, policy, environment, management, institutional innovations and with the transport projects in the city clusters of Changsha-ZhuzhouXiangtan, Chengdu-Chongqing and Beijing-Tianjin-Hebei, as well as a pilot demonstration of two transport hubs of Hexi and Lituo in Changsha. Propose multimodal integrated transport strategies, policies and develop technical guidelines for city cluster integrated transport planning and design, carry out Chengdu-Chongqing (ChengYu) City Cluster Integrated Transport Planning Study, Monitoring and Evaluation of the Achievements of Energy Saving and Emission Reduction of Pilot Project-Integrated Multi-modal Passenger Transport Terminals, Optimization of transport integration planning and implementation plan in CZT City Cluster (including Strategic Environmental Assessment), JingJinJi City Cluster Transport Integration Planning Study, and China Transport Modernization Strategy Study. The project will enhance transport efficiency, support our national goals of energy saving and CO2 emission reduction through promoting and demonstrating multi-modal transport integration in city clusters.  

In order to ensure the smooth implementation and expected achievement of the project, an individual consultant of Transport Economics Specialist with International Experience shall be recruited to provide technical support and consulting services for the China Transport Modernization Strategy Study by making full use of his or her international experiences and technologies advantages.

2.	Consulting Objective
The China Transport Modernization Strategy Study will includes: based on the study of connotation of related theories in integrated transportation modernization, a) establish assessment indicators, standards and evaluation methods that meet the needs of modernization development and are with Chinese characteristics, transport industry features and internationally compatible, b) study on planning, actions and program to realize transport modernization in different regions and for different transport modes, c) study on how the competent department can provide support in management, policies and funding.

3.	Consulting Tasks
3A. Transport Economics(ET/CS6)
The Transport Economics Specialist with International Experience shall perform the following tasks:
Task 1: provide technical consultation and assistance to prepare the project study report, including the followings:
——Collection and analysis of relevant data of transport economy in major countries and regions
——Collection and analysis of demand and supply of transport at different stages of developed countries 
——Collection and analysis of Transport Development Evaluation Method and Index System interacting with economic and social development as well as international experience
——Collection and analysis of model design of quantitative relations between resources inputs and transport outputs as well as international experience 
Task 2: attend the forums and important meetings related to the project, and give the presentations

3B. Transport Policy(ET/CS7)
The Transport Policy Specialist with International Experience shall perform the following tasks:
Task 1: provide technical consultation and assistance to prepare the project study report, including the followings:
——Collection and analysis of transport management modes at different development stages of major countries 
——Collection and analysis of formulation, implementation, evaluation, and revision/exit mechanism of transport management policies of major countries
——Collection and analysis of mechanism of how transport policies influence integrated transport system and the development of transport modes 
Task 3: attend the forums and important meetings related to the project, and give the presentations

3C. Transport Planning(ET/CS8)
The Transport Planning Specialist with International Experience shall perform the following tasks:
Task 1: provide technical consultation and assistance to prepare the project study report, including the followings:
——Collection and analysis of relevant data and the latest cases of transport planning in major countries and regions
——Collection and analysis of Concepts, methods and modes of transport planning in city cluster, regions and countries
——Collection and analysis of theories and practical cases about how to join transport planning with urbanized areas and urban transport planning
Task 2: attend the forums and important meetings related to the project, and give the presentations

4.	Deliverables
4A. Transport Economics(ET/CS6)
The Transport Economics Specialist with International Experience shall submit the following reports:
1)	Relevant data of transport economy in major countries and regions
2)	Demand and Supply of transport at different stages of developed countries;
3)	Evaluation Method and Index System of Transport Development as well as international experience
4)	Model design of quantitative relations between resources inputs and transportation outputs as well as international experience

4B. Transport Policy(ET/CS7)
The Transport Policy Specialist with International Experience shall submit the following reports:
1)	Transport management modes at different development stages of major countries;
2)	Formulation, implementation, evaluation, and revision/exit mechanism of transport management policies of major countries;
3)	The mechanism of how transport policies influence integrated transport system and the development of transport modes

4C. Transport Planning(ET/CS8)
The Transport Planning Specialist with International Experience shall submit the following reports:
1)	Relevant data and the latest cases of transport planning in major countries and regions
2)	Concepts, methods, modes and cases of transport planning in city cluster, regions and countries
Theories and practical cases about how to join transport planning with urbanized areas and urban transport planning

5.	The Consultant Input and Qualifications
The consulting service shall be implemented within 6 months from January 2016 to June 2016. In the duration, the time input for the Transport Specialist with international experience is 2 person-months. The individual consultant shall work closely with the relevant agencies and staffs to complete the tasks.

The Transport Specialist with International Experience shall have at least 15 years working experience in transport economy and record of more than 3 similar consulting service in the past, be familiar with theory and practice of transport development, and has conducted profound study on evaluations of transport development of major countries, how economic and social development may influence demand and supply of transport, and model design of quantitative relations between resources inputs and transport outputs.
