I've successfully bid for several Foyle Foundation grants for my own school and local primary schools. Only around 20% of applications are successful. One of the fundamental criteria for a successful bid is that they school can show that they will maintain their library in the future and include the library in the budget. Therefore if the bid is to include an LMS then they would be expected to maintain that and invest in it.
There are free alternatives out there though, such as KoHa but I haven't met a librarian yet who's said a positive word about them. Perhaps someone else can advise on specific LMSs but the school should think about how much money they are willing to invest in the library each academic year.
