“Enhancing the network efficiency: Air transport and sustainability”



NECTAR Cluster 1  Special issue



There are many reasons to strive for improving the efficiency of transport networks. While economic reasons used to dominate the debate for the efficiency of transport, environmental reasons are gaining importance but not, for now, social reasons increasingly are seen as another dimension of efficiency.

 

Demand for air transport is steadily growing over time, on average over 4-5% per annum, which has been taking place for several decades, and is predicted to continue in the near future. Air traffic development has been fuelled by economic growth as it also works as the key contributor to the prosperity of society. Many positive benefits are provided as a result of the air transport development, such as the improved value of travel time, the employment opportunities, etc.  However, air transport requires heavy investment and is costly to operate and generates low marginal profits compared to other sectors. Despite unprecedented advances in technology, air transport’s adverse effect on the environment has grown with communities around airports burden by noise and air pollution. Furthermore, air transport is increasingly recognised as the growing contributor to the anthropogenic climate change. Now we are face to internalise those externalities under the fierce competitive environment, which add additional costs to the operators and users. Air transport has been continuously declining, due to a combination of liberalisation and Low Cost Carriers’ growth.  Yet, much of the world’s population cannot afford to fly and have never been on board a plane. The environmental responsibility has been partly segmented under the Kyoto Protocol according to the economic development level of each member country (e.g. Annex I or non-Annex I countries). There exist equity issues related to air transport among users, operators, and countries.  Then who is going to finance the internalised costs in the end? Any regulators and policy makers are required to take a comprehensive approach by reflecting the social cost and benefit with equity concern, in particular, for the global policy implementation.  In whatever way,efficiency is defined, air transport can and should be more efficient considering its expected growth contribution to the society as well as the operators and passengers. Hence it is crucial to discuss the following questions:  How can air transport operate in an efficient way? How can the air transport regulation be established to be sustainable in cost effective manner for the society?

 



In the above context, we would like to call for papers concerning these topics as the main theme for the special issue on “Enhancing the network

efficiency: Air transport and sustainability” organised by the NECTAR Cluster 1. Our special issue in Journal of Air Transport Management aims to discuss and explore the above topics by forming a forum to exchange the latest knowledge and experiences among air transport community. All papers on or related to the theme are welcome and will be considered. The paper submission deadline is 31st May 2016.
