The university may already subscribe to BOS - quite a lot do - try and speak to the administrators in social science or education. It's also likely that, if they are the only suitable supplier, financial regulations at the university will mean that you can obtain an exemption from the need to compare quotes on the grounds that they are the sole supplier (though you might have to put together a document explaining how you know that).

Thanks to everyone who has made suggestions, it has been very helpful. It does seem that Bristol Online Surveys meets all the requirements. However, I may now have hit another problem, which is if they are the only suitable service, it makes procurement more difficult as it is not possible to compare several potential providers and then choose one... another issue with universities paying for things! Barnaby - did you compare any other services before selecting this one?

Hi all
We’ve just signed up to use Bristol Online Surveys https://www.onlinesurveys.ac.uk/ We plan to use it for internal and external surveys for staff, customers and stakeholders, citizen science feedback, and more.
Our choice of Bristol Online Surveys should ensure we are meeting our European Union data requirements, and also addresses concerns over data ownership in the USA (where Survey Monkey, our previous provider originates), and our own (UK) data protection laws. Apparently Google forms don't fit some of these requirements.
I don’t know how the payment plan works but I do know a lot of thought here went into choosing Bristol Online Surveys in order to address concerns very similar to the ones Lucy raises.

Dear Psci-Com Colleagues,
I’m looking for an online survey service to generate questionnaires to be answered by the public.
Sounds like it should be easy – but as I’m working with universities there are issues I’m finding hard to tackle. For example, for services that require payment, I can only use one that allows a payment up front (e.g. for a year’s subscription), not one that requires a monthly renewable subscription. There are also issues around where and how the data is stored, to comply with ethics.
Can anyone recommend a good service that is university-use friendly?!
