The EA's understandable retrenchment could be offset by offering low cost training to local authorities.
For me the bigger concern is how does this work when local authorities are moving to a generic role for environmental health staff? A growing number of local authorities in this region are converting all EH posts to generic multidisciplinary ones.
The role of the specialist EH practitioner appears to be out of favour with current management thinking which seemingly has no understanding of the risks, liabilities and complexity associated with this work. There have to be concerns (not only for contaminated land but air quality and noise too) that it is not possible to maintain the necessary skills under these arrangements and ultimately the technical competency of local authorities will come into question.
