Reviving the scientific services in local government and strengthening the emergency planning team (in order to tackle climate change impact and other extreme events ) can resolve most of the problems. Also some restructuring within LA is needed, otherwise money will be wasted for just solving the problem of noise from barking dogs or loud/semi loud or perceptive as loud music of Wolfgang Amadeus Mozart played by music lovers.
EA staff can join here. Though I would like to keep DEFRA!!!. A proposal!!!!
