I'm an ENT and lipspeaker based in Scotland, currently training on a STT system. I usually just lurk but was reading through this discussion with some interest. I hope you don't mind me posting my two cents worth. :)
Does anyone know whether an actual manual notetaking award still exists in any form? I think OCN used to have a level 3 (?) award, which was more of a generic qualification aimed at manual notetakers working with all manner of disabled students, rather than just deaf. As far as I'm aware, only Manchester College currently runs the OCN award, and that is for Electronic Notetaking, not manual.
I wonder whether it would be easier to defend a higher banding for manual notetakers working with deaf students if there was a qualification route (ideally deaf specific) that they could take? It is harder to justify a higher banding where there is no formal training/qualifications/registration, and such variable standards across the board.
