I have recently seen similar behaviour for some other third party integrations that use cookies - e.g. kaltura - and I think the issue is more with Safari and the latest version of iOS 9 rather than LTI.
I can’t see any way to allow safari to trust certain cookies.
This behaviour is recent - starting with an upgrade to iOS 9.1 - I was able to access Kaltura content before then.
Can anyone else confirm this?
Malcolm.
