Have you checked the Blackboard log files for a more detailed error
message? Otherwise sending a custom parameter of "debug=true" on the
launch should display the more detailed error message. The most likely
causes are the clocks on each server are too different, or you are
trying to use the same consumer key with more than one tool consumer
(having different GUID values).
