Melanie is right: it was set up by the Wellcome Trust's Information Service, which was later merged with the Wellcome Library. I was there… It was set up by my former colleague, Karen John-Pierre, who was at that time the Information Officer for PUS, as we called it then.
I think it was set up during 1997. There was a meeting at the Wellcome Trust in January 1996 to discuss possible joint initiatives in the public understanding of science. In Spring 1996, the Building Bridges to Science meeting during the Edinburgh Festival explored networking in the PUS community. (“The World Wide Web was identified as a potentially important tool for facilitating this information flow…” It seems like another world.) In November 1996 a COPUS forum was held at the Wellcome Building, jointly hosted I think by the WT Information Service, COPUS and the BA. Priorities identified at that meeting included a calendar and archive of events, a Web gateway and an electronic discussion/mailing list.
The psci-com list was set up soon afterwards. Later on, for a while, the IS used it to disseminate psci-comlit, a monthly bibliography. We also set up the psci-com web gateway, now defunct.

I think Dianne is right that the list was started by the Wellcome Trust - the Trust's Information Service in fact. In terms of dates, I'm pretty sure that it was while I was at the Trust, so some time between 1995 and 1999.
I seem to remember that it was originally based upon a very useful bibliography of new papers and books on science communication that the Information Service used to produce on a monthly basis.
Now I feel really old!
