This is late on a Friday afternoon now, but I hope people will pick it up early next week.
I just wanted to ask what policies or procedures other institutions have in place for
collecting fines and fees, or more particularly, collecting fines and fees from reluctant payers.
Our students are supposed to pay a Security Deposit, against which we can make claims,
but sometimes they have not done this, or there isn't enough money to cover all their
college debts.
We are no longer supposed to hold students back from graduating for non-tuition related
debt, but might there be a distinction between fines (for the late return of items) and fees
(charges for the replacement of items the students have not returned). Does not the latter
amount to a form of theft, and presumably there are sanctions in place for this? Or is that
a step too far when students have "paid" for their education.
Anyway, just wondered what policies, procedures, sanctions are in place in other institutions
to deal with this sort of debt.
