We have a number of aluminium based discs here in RTÉ but I can't claim any expertise in matters of conservation. Online discussions such as http://tinyurl.com/nszlb7t will give you some idea of the issues.
There are some individuals and studios who transfer discs in Ireland but the usual questions of scale, budgets, etc. come into play. I'd be happy to discuss our past experiences with transfers off-list, if you like.

If the discs are glass-based, then they are probably lacquer (aka “acetate”) discs, in which case what appears to be mould may actually be hydrogenated plasticiser extruding from the surface. Mould, when kept in cool dry environments tends to be dry & powdery; extruded plasticiser is usually greasy. There are recognised ways of cleaning it off. Regarding Irish-based conservators, I’m copying your message to the BISA (British & Irish Sound Archives) discussion list, in the hope that an Irish member will be able to assist.
