SIGFP should have come from the same source as FP – data reduction I would hope. You will need to find the original processed data to copy this column from.
FOM should have come from the phasing process, but could equally be expressed in terms of HL coefficients A B C D

If this is absent as well as SIGFP then I would suspect that the data in question did not result from an experimental process…
