Asylum and Liaison Expert (UNOPS L-ICA)

The UNHCR Liaison Office to the European Asylum Support Office (EASO) in Malta is looking for a highly qualified, motivated and flexible asylum and liaison expert with a strong interest in refugee protection and in the harmonization of European asylum policies and practices.

Tasks/Responsibilities

Under the supervision of the Head of the UNHCR Liaison Office, the responsibilities of the expert include research, analysis and management of information in the context of refugee protection as well as provision of expertise in the context of UNHCR’s evolving relationship with EASO on matters concerning the internal and external dimensions of EU asylum policies and practices.

The Asylum and Liaison expert will be responsible for:

- the monitoring, researching and analyzing of EASO and EU related reports, data sources in order to identify and summarize important developments to be shared with Head of LO and concerned staff in Brussels, HQs and the field;
- the preparation of draft communications, reports and contributions on behalf of the LO for regular situation reports, global reports, briefings for senior personnel within UNHCR and other documents or fora requiring updates and information on EASO developments;
- the compiling, consolidating and analyzing systematic updated information on asylum and reception practices in EU MS in close cooperation with other UNHCR offices for relevant UNHCR reports and inputs to EASO reports and other information and documentation processes;
- the research and preparation of written summaries, briefings, analyses and recommendations on specific questions as instructed;
- attending meetings and representing UNHCR in EASO fora as requested and preparing notes on these meetings to keep the Head of LO and other UNHCR units informed;

Qualifications required

- University Degree in Law, Political Science, International Relations or related field
- Post-graduate education/training on international protection, fundamental rights, European affairs, law, politics or a related field would be an asset.
- Advanced knowledge of international refugee law and human rights law.
- Good knowledge of the European Institutions, legal and political aspects of the EU asylum policies and practices and the developing CEAS.
- Tact, diplomacy and ability to manage relations with partners in the EU context.
- Excellent research, analytical, judgment, and organizational skills.
- Good information management, communication and coordination.
- Excellent spoken and written English and highly developed drafting skills.
- Flexibility and strong interpersonal and cross-cultural communication skills.
- Ability to priorities work and deliver under pressure
- Expertise in training in international protection, national and EU asylum law desirable.
- The ideal candidate will be detail-oriented, highly organized and a team player who is able to work independently.

Experience:  Previous work experience, of at least 3 years, in a position related to the aforementioned duties required, preferably within UNHCR, a European Institution, Agency or Body or a Member State Administration.

Languages:  Fluency in English (oral and written) is essential and working knowledge of another relevant UN language(s) a distinct asset

IT skills:  Excellent computer skills, including advanced knowledge of Microsoft Word, Excel and PowerPoint

Starting Date: September 2015
Envisaged Duration: December 2015, with possibility of extension to December 2016 Duty Station: Valletta, Malta
Remuneration: UNOPS Local Individual Contractor Agreement (L-ICA) terms and conditions.
