just to follow up the situation: has this issue been escalated
somewhere, already? Fact is: NGI_DE monitoring is malfunctioning since
13th June, so 'bad A/R performance' practically hits every site
"monitored" in Germany :-(

There are tickets complaining about that fact:

First one unfixed for ~1 month, second one ignored for a week now.
So, what are we as affected sites supposed to do now? NGI_DE is run as a
"best-effort" service, although that currently means: no service! It's
ridiculous to create official metrics based on that.
Any ideas to fix that situation are welcome!
