Somewhat linked to this is this ticket to the tarball support group, as
the WN tarball doesn't contain the gfal utils:

A new tarball is being made, however I notice that Lancaster - flagship
tarball site - seems to be doing okay looking at the new monitoring -
perhaps because the tests use gfal-tools from cvmfs?
