The problem with "known by" was identified in a proposal from the National Library of New Zealand (6JSC/Chair/15/rev/2):
"Currently, whether or not a conventional collective title is assigned hangs on the
interpretation of the phrases ‘known by’ in 6.2.2.10, and ‘has become known’ in 6.2.2.4.
We suggest this wording be clarified."
In response, ALA suggested using "commonly identified" instead, noting that this terminology was already used in relation to corporate bodies in 11.2.2.3, Choosing the Preferred Name. (See 6JSC/Chair/15/rev/2/ALA response for more details, if you're interested.) The JSC agreed to adopt this terminology throughout Chapter 6 as appropriate.

I had the same question in relation to the proposal from Library of Congress which resulted in this change of wording. Dave Reser replied that LC did not see the change in wording amounting to any real difference in interpretation and that the April Update would not result in a change of LC's policy regarding compilations and CCTs. I therefore recommended to our Bibliographic Policy group that in the interests of consistency we should not change our policy as a result of the revised wording.
