Wow, that sounds like quite a challenge! Cataloguing policies are great - I finally got round to writing one for general stock and for archives stock a couple of years back which has been really useful for all sorts of reasons.
It's much easier to do these things now that DCRM(B) is available online. I struggled to get the print copy we have.

Subject: [CIG-E-FORUM] Routes into rare book cataloguing
Hi everyone,
I am Erika Delbecque, and I am currently working as the Assistant Librarian at St Hilda's College, Oxford. As part of my role, I look after the college library's collection of around 1000 rare books, ranging from incunabula to private press items and everything in between. They are all uncatalogued. As a first step, I have drawn up a local cataloguing policy, and I have started cataloguing the first few items. Although I have volunteered at several Special Collections libraries in the past, this is the first time I am creating rare book records from scratch. As part of a small team in which there is no antiquarian cataloguing expertise, I am grateful for this opportunity, and I think that our discussions today and the practical exercises tomorrow will be very helpful for me.
Best wishes,
Erika
