Many thanks to all for your responses, all of which I will follow up as this situation evolves.
We have no Equality or Access Officer in Gwynedd but I have asked the Footpaths Officer if he can resolve this quickly by just arranging for a compliant latch to be fitted [there’s never any testosterone in my approach] and we have a meeting of the Crow Act Local Access Forum at the beginning of June so if it is not sorted by then I can raise it there.
For me the central issue here is absolutely inclusive access for the individual but in campaigning for that it is clear in this situation that the Community Council does not understand its legal duties, minimal as they are, so if a simple thing like a few pounds worth of gate latch is met with a patronising negative response they are certain to be getting the larger discrimination issues wrong, so each opportunity to educate is important.
