Could you clarify? Do you mean a hierarchical multiple regression (which is just a series of nested regression models) or a multilevel (aka hierarchical linear model or linear mixed effects model) or something else? Unfortunately the term hierarchical gets used in quite a few different contexts.
From memory the former can be run via regular linear regression options and the latter as a linear mixed model, though if you plan to do a lot of work with multilevel models there is better software available (e.g., R or MLwiN).

I was wondering whether it is possible at all to run a Hierarchical Regression with a Within-Subjects Outcome in SPSS.
