If two people are working simultaneously on a project then this is a recipe for disaster. The project is stored in files, and there is no clever synchronisation going on. If we had instead used proper databases then we could have thought to allow this, but that is a pretty difficult exercise (including deciding the granularity of what should be locked when you want to make changes). If instead you want to alternate working on the project then that is ok (and what Gary says is sensible).
