At the university of Southampton, an invigilator is always present in addition to the amanuensis in an assessment where the student is not known to the amanuensis and the assessment is being carried out in a separate room
Best wishes

Subject: Amanuensis and invigilation
A number of our invigilators are support workers who are able to act as an amanuensis if needed. Please could you let me know if your institution requires an invigilator to be present in addition to the amanuensis in an assessment where the student is not known to the amanuensis and the assessment is being carried out in a separate room?
I'm happy to provide a summary of responses if requested.
Kind regards,
Nick
