There's no way to do this in the software at present, but if I read your colleague's intent correctly, you can probably achieve the same result by using multiple assessments.
Here, some long running group projects have formative peer assessments early on and a final summative assessment at the end. This helps identify issues early on, and if you use the same criteria, the early assessment(s) could be a benchmark against which to compare the final group scores - hopefully everyone is a great team member and getting higher scores at the end of the activity... right!?
The downside being, some lecturers report that the more exposure students have to WebPA and peer assessment in general, the more they think about how to game the system. Occasionally, this leads to backstabbing team mates at scoring time, but more often it's everyone giving full marks to everyone for everything and undermining the whole point of the peer assessment component.

Hi,
One of my colleagues would like to have the option to create a form in which he could control (by date possibly) the release of the criteria in a form.
By having such an option he suggests that he would be able to monitor the group dynamic more easily and intervene at an early stage if required to do so.
Is there a way of doing this?
