Depending on the employee's employment status they may be classed as a professional driver (and therefore need to have a group 2 assessment completing D4 form with a medical practitioner - this formally gives them category D1 on their license and they can be a paid driver and are subject to tachographs etc).
Alternatively, they may able to drive on a permit system on their current license with or without D1 category depending on age (many charities and schools use this, so this possibly applies to your lecturers and students - you need to ask your safety team for confirmation as to who is classed as what as you will then know whether a medical plus optician assessment is required or whether an OH is sufficient).
However, the individual must be cautious and check what vehicle weight they can drive as they can be caught out and be driving illegally (it is about what the weights say on the individual vehicle metal plate not the actual weights - confusing!
I used to teach minibus driving for national trust staff and volunteers under the MIDAS scheme..... very confusing.
Suffice to say from a risk a perspective if medical practitioner not required it makes sense to follow the group 2 requirements route. This can be completed by a competent OHA with appropriate knowledge and experience with access to a medical practitioner for advice. Driving a minibus is physically and mentally demanding and safety of passengers is paramount. The vision standards are higher than for car drivers. In the event of an accident (particularly fatal), the Police will consider investigating driver health records if any concerns about their fitness to drive.
