That is a strange one, if the soil has to be buried could it too be put in heavy poly bags in order to safely transport it from the old burial site to the new; that way the soil won't be available to leach into the ground because its in a bag, the bag should last a while so removing any risks to controlled waters.
I assume you can't do a leachate test on the soil because its considered to be human remains?
Burying it removes any pathways for humans.
