Deeva, the systems in the USA and the UK are so different in so many ways that it would take a long time to explain. Here, we currently have personal budgets which can be taken as either a direct (ie cash) payment or as a third party or local authority managed budget, and Independent Living Fund grants (about to be abolished but made by a government -funded discretionary trust). PA users would be using direct payments, ILF grants and/or their own resources to employ personal assistants or use agencies who provide PAs/support workers. How much funding people get allocated is partly set by national legislation and guidance and partly by local authority policies and practice. But that's just touching the surface - there are many complications!
