Hi Susanne,
I guess Steve will clarify (but not today, as he's used up his ration of two emails :D), but I took 'disabled employers' to distinguish from non-disabled employers who employ PAs on behalf of a disabled person.
Interesting question about personal assistance improving for whom. Be interesting to see how employers' suggested improvements compare with those of employees.
