I am preparing an argument against the option of internal flight alternative for a Pashtun Pakistani who owned a transport company that was transporting fuel and food to NATO forces in Afghanistan. The Immigration Board states that while he cannot go back to his home in Northern Pakistan, he can find protection in Lahore. The Taliban blew up several transport vehicles and posted a threat letter to his home door. They suggest that while not safe in the north he can find protection in Lahore.
