Hi Keith
This is yet another of those instances where the wording of Part M is not clear and open to misinterpretation and inconsistent. But it does seem to be the case from what is stated in Part M that the requirements only apply where a passenger lift is not to be installed.
9.5 also refers to Part K1 and in this regard steps to flats would probably fit into K1 3c "Other" which give a max rise of 190mm and min go of 250mm. In theory this is the standard that would be applied... not very satisfactory or consistent.
I must point out that in Wales Part M has not yet been reviewed as is the case in England, we are still using the 2004 edition of Part M incorporating 2010 amendments, but the inference is the same.
Regards

Subject: APPROVED DOCUMENT M
Hi All
Approved Document M
Paragraph 9.5 - Requirement M1 will be satisfied if a building containing flats, in which a passenger lift is not to be installed, is provided with a suitable stair, which has:
a. all step nosings distinguishable through contrasting brightness; b. top and bottom landings whose lengths are in accordance with Part K1; c. steps with suitable tread nosing profiles (see Diagram 30) and uniform rise of each step, which is not more than 170mm; d. uniform going of each step, which is not less than 250mm, which for tapered treads should be measured at a point 270mm from the inside of the tread; e. risers which are not open; and f. a suitable continuous handrail on each side of flights and landings if the rise of the stair comprises two or more rises.
Can it be true that the above requirements only apply where a passenger lift is not to be installed?
I would appreciate your views and comments please
Thank you
Keith Oakes
