I think it sounds complicated. I think we could just arbitrarily decide to have one cvmfs repo per VO and leave it at that. If a project is a full sized 'real' VO, they get to be a proper VO, get their own cvmfs space, and control of their own cvmfs space by whoever in the VO has the lcgadmin 'software management' role. If a project is in the small scale incubator phase, they can just ask the regional incubator VO admins to add their users to the regional incubator VO, and also to add their software to the regional incubator VO's cvmfs space.
I'm not sure that advantages of being able to have VOs without cvmfs space or cvmfs spaces without VOs is worth the hassle. Or really any hassle.
