We at Worcester Uni (the Hive) have just finished trialling Libanswers (http://springshare.com/libanswers/) and this allows users to text you about things like noise nuisance. It worked really well even in a bit of a network reception blackspot and isn't expensive but you could argue that even sending a text might involve too much friction really for students - they might be more likely to complain on social media so perhaps an alternative might be just to monitor mentions of your library on Twitter and facebook (easier if you're part of groups that students have joined) then respond to their concerns that way.
