The Care Data Programme Board published some meeting information and TOR
yesterday

The TOR make it clear that non-publication was intended from the outset, and
the meeting papers are heavily redacted. In the proposal to publish this is
shown in the flow-chart as "any information commercial-in-confidence
redacted": not sure how this applies to the RAG status in the Highlight
report from the December meeting!
The Decision to Publish Table for each meeting is interesting: most of the
papers are labelled Exempt - which appears to be either commercial of policy
forming.
PS what is the situation where a FOI is partially addressed?
