Two sets of things:
Some people are more resilient to disaster than others. What kinds of mental attributes do such people have? Are those attributes innate, or determined by environmental conditioning? Can people in a general sense be mentally prepared to improve their response to disasters, or are responses so dependent on people’s individuality and the disaster context that generalizations are impossible?
The impact of disasters can be mitigated to some extent by leadership, either through foresight and preparedness or through management of the crisis. What are the leadership styles and key leadership skills of such people?

Perhaps there are tools in place already? I would be pleased to hear from anyone in the network who knows of training tools or relevant papers on this matter.
