The method that springs to mind using standard Moodle tools is groups.
Create a group for each school then add the individual school students to separate groups. Then you can post to one, many or all groups.
Sounds messy but if you can get a dump from your MIS system, filter by school and then create the necessary .csv file (how-to link below), it 'should' work.

Hello
Our college is split into schools. We want to put up news for a whole school that isn't necessarily the whole college.
We can use the main news announcements thing to set up a news forum on the home page of Moodle and it sends to everyone subscribed.
I should probably mention we are using a Moodle 2.7.
If we wanted to do something similar but only school wide any idea how?
I know I can put a news feed from a forum on a category page, but it won't email anybody. We have everything in a school under a category.
Has anybody tried using the social course format? If I enrolled the whole school into that one? Any thoughts as to whether that would just become unwieldy or...
