Dear Pam,
If your client's objective is for "all this information to be available
online" then you might consider depositing a copy on Wikimedia Commons
<https://commons.wikimedia.org/wiki/Main_Page> - the image library for
Wikipedia. That has the advantage of being free, though of course you have
to willing to release the material under an open license.
