With regard to the cataloguing of maps you might want to take a quick
look at some of the links at

and in particular the guide for the occasional map cataloguer at:

As for copyright and OS maps, if the map being copied is more than 50
years old then it is copyright free. To copy and use for commercial
purposes any map that is less than 50 years old requires the permission
of OS, and probably the payment of a fee. See, for example,
http://www.ordnancesurvey.co.uk/business-and-government/licensing/crown-copyright.html
Not quite sure, however, how you prove that a sketch is from an out of
copyright map. If in doubt contact OS!
