This error means that someone (not us) is caching your web traffic and for some unknown reason is blocking access to our downloads from command line programs but not from Safari.
One possibility might be anti-virus software (this can be setup to filter all web traffic), are you running any, and if so, does turning it off help? Also, have you tried doing this from different network locations e.g. home/work?
