The NDF does have a WCS based on a nominal one (no rotation/shear
assumed) created by the instrument.

So it seems there is an Epoch associated with the FrameSet. While I can
presumably do a $wcs->SetD("Epoch", value), would I not need to roll my
own UTC->TDB offset beforehand or add additional TimeFrame/TimeMap's to
allow AST to handle it ?
