I think you've got all this sorted but I chatted this over with my colleague and he suggested "My first question would be is this intended for world-wide coverage or just the UK. If it is the latter then I would suggest using National Grid as it is accurate for the UK and more useable and of course fits the maps ( WGS84 and OSGB36 differ by something like 100m even at Greenwich)
For the metadata system we have added our own qualification. If someone has quoted Lat/Long and not stated the spatial reference system we add - Latitude and Longitudes on undefined datum and spheroid with the translation Latitude and Longitude; system not known".
I know you have said that users might not understand the difference so perhaps the question of are you using material outwith the UK is a crucial one so that you can have a default?
