The most common situation for that file being no good is that when registering for CCPN an accent is used in either the name or institution. An error message mentioning this should be on the Python shell either when the project is saved or re-opened, dependent on which accent it is (some accents seem to save ok but then not re-open ok, here likely it was the save that went wrong).
