I wouldn't call it elegant, but when working with reviews in the review queue, can I suggest the following to your workflow, especially if you are finding with Force Review that lists are coming back to you repeatedly:
1. Check the review history of the list. If it has been reviewed before, assign the list to the same reviewer as before. The original reviewer may remember special instructions / exceptions and so on with reviewing the list.
2. Check the review history - check when the list was last reviewed. Then, check in the first 'Added' column of the review screen, this shows the date of when the bookmarks were added to the list. You can deduce which items have been added to the list since the previous review, and you may only need to review & purchase for those accordingly.
3. Maybe this is just with our branding of Aspire, but our notes do not disappear immediately. They WILL disappear as soon as you click on 'start a new review' (or if you click on 'Start Review' directly from the drop down menu next to the list in the All Reviews queue).
BUT, if you go into a list, and then click on 'Review List' - if the list has been reviewed already, the notes will still be there in the 'Review Outcome' column.
Obviously there will be no notes next to any items that have been subsequently added to the list. And as soon as you start a new review to add notes to any new items, your notes from the previous review will disappear.
It would be nice if there was an option to click when you started a new review to "Do you wish to retain Review Outcome notes from your previous review into this new review?", because in some cases where you are getting lists 'boomeranging' back to you very soon after a first review, there may only be one or two new items which need Acquisitions notes added to them, but as soon as you click on 'Start a new review', your existing notes (which may be lengthy!) all vanish.
Admittedly I am slightly ambivalent about relying too much on previous notes in Aspire reviews, as Aspire is quite a dynamic system, especially if the previous review is more than two months old. Review notes are just a snapshot of that particular moment in time when you may have had sufficient stock.
Student figures change, an item may change from additional to essential / core reading requiring extra copies, an item may be referenced on other lists but not sent for review (although if you are Force Reviewing this won't happen), and so on.
